In the first instance, you are trying to delete the parent folder of the folder you are currently accessing.
Windows explorer behaves in exactly the same way, which is where the pop-up comes from in the first place.
The second instance, deleting a file, shouldn't impact the other panel in any way.

Strange! I can now reproduce following steps from the original post. However, it does not seem to be consistent. Sometimes it occurs in the right panel, sometimes left. Yes, I can reproduce it following these steps:
- use same path with ico files only in both panels
- use list view in left panel
- use details view in right panel
- copy paste 1 ico file in left panel
- use same path with ico files only in both panels
- use list view in left panel
- use details view in right panel
- copy paste 1 ico file in left panel

Actually, you don't need to run cmd.exe at all.
Program or folder: %windir%\sysnative\resmon.exe

You are correct. I failed to run from 32-bit FC.
However, this WILL work for Favorite toolbar entry:
Program or folder: %windir%\sysnative\cmd.exe
Parameter: /c start /max resmon
Edit:
If command prompt window annoys you, check Run: minimized

It is strange. I was prerviously running version 875 portable and it had the same issue.
My Windows 10 version is 21H2, Build 19044.2251
Edit:
FC version 875 used ielib64.dll version 6.0.3.0
FC version 880 now uses ielib64.dll version 6.0.4.0
