Actually, I have found a very simple solution to this . Create a quick-launch toolbar, then from your desktop left click and drag the recycle bin to it. This will copy the recycle bin to the quick launch toolbar. Right click on the new recycle bin icon and you have all functions displayed.

Create a new tab, and from within that tab navigate to your desktop folder. I had the same problem, but it is easily resolved. Navigate from C, documents and settings, your user name, desktop.

I will add my agreement to this suggestion. A functional recycle bin would be a welcome addition. Perhaps as a toolbar icon or floating icon.
