I had the same/similar problem with just clicking on a pdf. It would always open. I use Foxit. My fix was to goto
Settings
View
(quick)Viewer
as Media
and remove any pdf entries in that list of file types. My problem stopped but I can't preview pdf files. No loss.

I wanted FC to always open with the same two tabs. I've not tested this, but I believe that
a basic user isn't allowed to write to the Program Files folder.
So maybe c:\Program Files (x86)>dir *. > c:\mywriteablefolder\a1.prn will work.
