Action toolbar control panel button not showing all items

The Control Panel button on action toolbar is only showing one item - Flash Player.

I counted 44 items: Windows 10, FC 64 bit

FAQ – I have a 64-bit version of Windows, can I use the 32-bit version of FreeCommander?
