error message when free cmd starts up

I am getting an error message from Free Commander XE about the Free Cmd ini file when Free Cmd starts. I click on the X in the upper right corner of the error message. The error message goes away and Free Cmd starts. See the Dropbox link.

What is this section 21 error message mean? I have never run into that error in all of the years that I have been using Free Cmd. BTW the OS is now Win 10 Pro 64 bit. I moved up from the Home version.

Your config file (freecommander.ini) is probably corrupt.
Get older backup file.

1st off I have the latest version of Free Commander XE. I went looking for the ini file, and I couldn't find it.

I found the INI file and copyed it to the dir that the main exe is that starts the program. Now I get an "Access is denied" when I start the program. When I click on the OK button then the program opens up and run's ok.
