Rename file UAC permission box every time

Didn't always have this issue but in the last few months every time I rename a file I get a popup saying "File Access Denied" and then the User Account Control "do you want this app to make changes to your device" popup. If i hit yes, then the file is renamed. But I have to go through the popup every time. Any ideas?

SOLVED: It was my Avast virus protection ransomware shield. Was able to set an exception.
