There should be a setting to have Free Commander XE open with the same set of folders that were opened the last time I closed it. I can't seem to find it and it isn't doing that automatically.

Is there a setting for this?

Deactivate the option Close all not locked tabs when the program ends.

Check "Auto save settings - on exit" in Tools => Settings => General.
