Issue: FC freezes (=is busy) for ~15 seconds at startup

When I double click on XE 2019 b790a 32bit portable in 64bit Win7 then it takes at first approx 15 seconds until I can use Freecommander.
A rotating circle as mouse pointer indicates that FC is busy with something. Other programs can be used normally.
Whats wrong?
Yes, I disabled FC auto-check for updates.
Maybe FC forces itself to wakeup sleeping external hard disk at first (=unnecessary at this time)?
....or connect to mounted network drive at first (=unnecessary at this time)?
