My OS: Windows 10 en-US
My PC settings:
Region: Unite States
Region Format: Recommended [English (United States)]
Language for non-Unicode programs: Chinese (Simplified, China)
File explorer can find them but FreeCommander can't.

Try to set the PC as below:
Win+q -> Region settings -> Country or region: United States ->
Regional Format: Recommended [English (United States)]
Press Win+r -> control intl.cpl -> Administrative -> Language for non-Unicode programs ->
Change system locale... -> Current system locale: Chinese (Simplified, China) ->
Keep uncheck the line below: Beta: Use Unicode UTF-8 for worldwide language support ->
Press OK -> restart computer
It should reproduce the problem.
