Issue with dragging onto the folder in the panel heading

FreeCommander Build 716 32-bit

Dragging a file or folder from one panel onto the folder name in the header of the other panel does not show the popup of what action to take (even if that setting is enabled).

Confirmed, if dragging item to the address bar, the item is copied/moved without dialog.

FC 727 x64, Win 10 x64

Fixed in 728...

Anyway, when dragging to drive icon (EDIT: address bar drive button), nothing happens, probably it's not a bug, but dragging shouldn't be available.

Another issue, for example, the address bar path is:

C:\Programs\FreeCommander

When I drag the item to "Programs", item is moved to "FreeCommander" folder. I'm not sure if it's important, when dragging to another tab, the item is moved to correct tab/folder.
