Due to the stupid DST handling in MS-Windows the file time can change by 1h if DST status changes , and this depends on the used file system. E.g. if you copy files form NTFS-HD to FAT-USB-stick in summer, then compare in winter (ore vice versa), you will notice that time of some files differs by 1h (+/- 1s). So without an option to ignore this 1 h difference the "Compare folders" is in many cases not useful.

I think you speak about different things.
@HansS described problem with Folder - Compare (Alt+V) and really there is no item 'Ignore 1 hour delay', we have only '2 sec difference ignore'. The only thing that could be done - uncheck 'Date of last change' and date/time would be ignored.
@Zorkoff describes Folder - Synchronize (Alt+S) and there we have 'Ignore 1 hour delay'

I just tested with "FreeCommanderXE-64-donor_portable729.zip": There is still no option "1 h difference ignore" for "Compare folders" . @Timon: Unchecking "Date of last change" is no solution - in folder compare a real(!) difference in time stamp must be detected as difference, even if size is the same.

You're right, there is no option for "ignoring 1 hour" in comparing folders.
If you need this option use synchronize folders instead of compare folders.
But it's not a bug, because there never was an option for this function.

OK - for me it looked like a bug to support the "1 h difference ignore" in "Folder -> Synchronize" but not in "Folder -> Compare" - and I don't care if it's called a bug or a feature request, and I don't wanted to duplicate the issue.
