Spoiler alert: I come from an old PowerDesk v6 environment under XP.
Wish 1: Create icons in a custom toolbar which point to selected custom layouts created by the user. At the moment you must select the layout via the main menu, or via an icon on a toolbar which point to the same menu option. Directly clicking on an icon in a toolbar to select a specific layout is a feature in PowerDesk v6 which has been invaluable.
Wish 2: Push the feature in wish #1 even further by allowing an icon on the Windows desktop which links directly to the targeted FCXE layout, thereby opening FCXE automatically to that custom layout. Again, a feature in PowerDesk v6 which was very under-rated.

Workaround for 1: Yes, I did try that exact route too. As you probably know though, the "layout restore" icon is not active in the toolbar until you manually select another custom layout from the main menu itself. So basically, to use this workaround one must first perform a manual action before the process works going forward. Otherwise, the quick-layout-selection-process remains inactive.
Solution for 2: Excellent tip. Thanks.

No problem, just use a different button ("Layouts edit..." works well); or use the "Show drop down arrow only" option.
