Under Windows 7 Ultimate 64 bit (language italian) with FreeCommander 2009.02b, file tooltips show incorrect chars in the date/time entry.
Example:

?10/?11/?2013 ??15:37

instead of

10/11/2013 15:37

Please try the new XE version, it's still beta, but it's stable, the latest public preview is available here:
