570 Wish: If target folder of Start Menu popup is empty

If a user clicks on a folder in the FC Start Menu popup and that folder is empty, the popup closes without any action or information. This can be confusing to the user because he or she does not know why the target folder did not open.

Wish: Provide an information balloon, e.g. "Folder is empty."

I'm using FC EX 570 general release on Win 7 Home Premium x64.
