Shift+Ctrl+1 to 9 work properly for me to open the first nine folder favorites. But Shift+Ctrl+0 has no effect (it leaves the current folder unchanged). It worked in FC 2009x (... Edit: but that was in Win XP, which turns out to be a significant difference.)
I checked my shortcuts list, and the combination has not been assigned to any other function, so it should still be available for the tenth folder favorite.
The tenth favorite can be opened from the Folder > Favorites menu, just not with the hotkey.
Is anyone else having this problem? Thanks.

Thanks very much, Marek. Your suggestion worked, although not quite the way Microsoft described it. The MS support article says that in Vista, Shift+Ctrl+0 is the default hotkey for switching the keyboard layout.
In Win7, however, the assigned default is Shift+Ctrl, so it should not have conflicted with Shift+Ctrl+0 in FC. But surprisingly, once I changed the switch keyboard layout hotkey to anything else, Shift+Ctrl+0 became available in FC -- even when I then changed the switch keyboard layout hotkey back to its default setting that I began with! Strange, but it worked!
