With FreeCommander 2009 it is possible to create a folder shortcut in the toolbar. Is this possible in FreeCommander XE?

Yes, it is possible, just drag and drop folder to the end of the toolbar, next to the last item, or...

...open define fav. toolbars > new item > for Program click the [...] button - "seek folder...".

I mean a shortcut in the action toolbar. Would that also be possible?

You can integrate the action toolbar with the favorites toolbar so the folders are at the same level as the action toolbar. This is located under the "define favorites toolbar" in the "general options" tab.
