What are temp folders and why are they not removed?

What are temp folders and why are they not removed?

Seeing this folder entry in ABOUT,
I find dozens of folders named like FreeCommander2108 in my w7 folder C:\Users\<username>\AppData\Local\Temp

They are blank (have nothing in them) as many as I could see.

What are they used for?

And if their use is over after some particular run or task, why are they not deleted?

At least, when a new folder is created, all older folders in that parent folders can be automatically deleted.

because I see many such folders are having same creation date, seems they are created each time we run fc, or may be more times in one run for some particular use.

if only one such folder is required, why are they numbered? Can't only one folder do the work whatever is required?

And, Above all,
It takes going too deep in confusing windows file system to reach the current location
Can we define another folder location where such folders are created, so that we can manually delete them periodically to keep the hdd clean.
If so, where can we define? in Settings or startup.ini or where

It is user Temp folder in Windows.
Default paths:
\Documents and Settings\<username>\Local Settings\Temp (Windows XP);
\Users\<username>\AppData\Local\Temp (Windows Vista).
What are they used for?
It is used as storage for temporary files - when you install programs files are unpacked in that folder; some apps while executing store temporary files in that folder.
Because the operating system and applications do not "not clean up" content of that folder, it is recommended to regularly clean the Temp folder from temporary files (you can find many info how to make it).
Can we define another folder location where such folders are created, so that we can manually delete them periodically to keep the hdd clean. If so, where can we define? in Settings or startup.ini or where
• Windows XP:
- Click Start -> Settings -> Control Panel -> System -> System Properties;
- Click on the Advanced tab - Environment Variables button;
- In the Environment Variables section User Variables for UserName -> alternately highlight the variables TEMP and TMP -> Edit -> Change the user variable -> in the value of the variable, type <path you want> -> OK;
- In the section System variables -> Find in a scrollable list of variables TEMP and TMP, select them one by one click -> Edit -> Edit System Variable -> in the value of the variable, type <path you want> -> OK -> OK.
 
• Windows Vista:
- Click Start -> Control Panel -> System -> Advanced System Settings;
- In the System Properties -> Advanced tab -> Environment Variables ...;
- In the Environment Variables section User Variables for UserName -> alternately highlight the variables TEMP and TMP -> Edit -> Change the user variable -> in the value of the variable, type <path you want> -> OK;
