Getting a handle on drag-n-drop

Background:
My Start Menu is waaaaay too big and fills the entire screen when I look at All Programs.
So I'm organizing my Start Menu.

Process:
I have the Start Menu folder for All users open in one panel, and the one for my user open in the other panel.
In panel one for my own start menu, I have my own folders named by category.
In panel two, I have the Start Menu\All Programs folder open.
I want to drag folders from the right panel and put them into the folders in the left panel.

Problem:
About half the time, I can't get a drag-handle on the folder. So I end up doing the drag motion with nothing happening.
It's very painful, and I've given up using drag-n-drop and now I always just open the folder in one panel and use the copy buttons.

I haven't figured out any pattern yet as to when it works and when it doesn't. But it seems like a 50% chance that I can drag-n-drop from one panel to the other. It's as if there is a difficulty realizing that the mouse has selected the item or something.

Does anyone else have this problem? I've had this problem for years.

Start the drag operation on the icon or on the name but not on the free space of the item.

Marek, I know not to do it on the free space - I always do it on the name.
