Brand new, from scratch install of FCXE 816, resulting in "100% factory default INI" when the program is first launched to be customized.
According to HELP, if you hover the mouse on View -> Layouts, you should see a flyout sub-menu that is supposed to offer three layout options at the bottom (in particular offering either left-right or top-bottom) looks like this:
And if you then move the mouse to the right to get a second flyout sub-menu and select "Layouts edit" from that second sub-menu (or just CTRL+G) you should get the "Layouts Edit" Settings dialog screen that accoring to HELP is supposed to look like this:
Doesn't happen that way.
In fact, the first mouse hover over View -> Layouts flyout sub-menu DOES NOT HAVE ANY LAYOUT CHOICES OFFERED AT THE BOTTOM, and simply looks as follows:
Furthermore, the eventual "Layouts Edit" settings dialog screen is also EMPTY, offering none of the three layout choices which are available and looking as follows:

Hadn't remembered or noticed that. It's probably how I did it many years ago.
So clearly that is ANOTHER VERY EASY WAY TO ACCOMPLISH THE OBJECTIVE. Thanks for the heads-up.
Also, this corresponds primarily to: MainSplitterOrient=0/1 in the INI file. Another piece of useful and valid information.
But not really the point though of this bug report. The point is that there STILL IS HELP on View -> Layout, that still references the Menu items View -> Layouts and Layouts edit, which either is no longer relevant and should be DELETED, or the FCXE program should be fixed to reinstate View -> Layouts etc. to work as currently documented.
View -> Layouts functionality, documentation, and Menu items, are all either obsolete and should be removed (including in HELP), or somehow got damaged when View -> Split Horizontal got implemented and should simply be fixed.
Also, according to the (residual, and possibly obsolete) HELP, there was also a third layout in addition to left-right and top-bottom. It was called "Explorer" (perhaps like Windows Explorer presentation? I don't remember ever trying this out.) It was obtained through CTRL+3. Obviously "Explorer" can't be obtained now with the sole CTRL+H "toggle" between the two available layout presentations. So all "Explorer" references in HELP should be removed, if that's the case.
This all needs to be straightened out.
