822 - scrolling doesn't "stick" at new position when thumbnails displayed

If I have files displayed as thumbnails (any size, it seems), I can scroll up or down by using the scrollbar, but as soon as I stop actively scrolling, the displayed thumbnails scroll right back to whatever file happens to have focus.

This happens even if I activate the alternate panel, then click directly on the scrollbar of the thumbnail panel. Whatever file had the focus prior, is where the scrolling gets "pinned to".

The ONLY way I can view thumbnails that are above or below the current spot I'm at is to scroll and then immediately click on some file right where I've scrolled to. That makes that file have focus, and now my scrolling is stuck there.
