several folder tabs are opened on version XE 0.532, when Freecommander XE is closed, folder tabs are not saved in ini file.
This issue is caused due to my own wrong configuration, XE 0.532 itself has no problem, this is not a bug. With the help from ralfso, I double check the options and now problem has been solved.

I experience no such bug [XE 532 ("Start with last used folders" is ticked) on win7x64].
Check to see if you have write access to the folder where "FreeCommander.ini" is located.

Have you checked the options?
Especially the entry "Close all not locked tabs when program end" at Folder Tabs > Tab Management
