View Not Scrolling Properly

To reproduce the problem, open the Mouse Properties control panel. Click the Wheel tab. Click One screen at a time. Click OK.

FreeCommander XE (release 570) scrolls a few lines at a time rather than one screen at a time as specified in Windows.
