598 - Send to Recycle Bin not working for "substed" folder

apparently from Vista on, deletion of files from a subst folder is permanent.
when deleting a file in XE the Send to Recycle Bin Dialog allows to select "Send to Recycle bin"
but as of the win limitation files are deleted permanently.
therefore "Send to Recycle Bin" Option should be grayed out in FC and display message that files will be deleted permanently!
or implement a work-around by moving/copy files to Recycle Bin and delete then.

Implemented for the release 599 - the same is for UNC paths and mapped drives.
