599 - Close all tabs shortcut bug

- create few tabs and lock them
- create few more tabs, do not lock these
- use context menu option "close all folder tabs"
= all tabs except locked tabs and one un-locked are closed *

* I'm not sure if this is a bug - if the option is "all tabs" then all tabs should be closed, perhaps the text should be changed to "all unlocked tabs". Even if this would be changed, there is still one unlocked tab not closed - I understand why, if there would be no locked tabs, one tab is needed, but it's just not 100% correct.

- now use keyboard shortcuts to go to previous/next tab (shift+ctrl+tab / ctrl+tab by default)
= shortcuts don't work
- press Tab
- shortcuts work good on the other panel
- press Tab again
= shortcuts still don't work on this panel
