619 - "Close tabs" setting not working consistently

Hi,

In FCXE's settings, the item "View/Folder Tabs/Tab Mangement/Close all not locked tabs when the program ends" is not working consistently. I have this checked/selected, but often when I close down FCXE, then relaunch it, the program opens with one or more of the tabs from the previous session present, in addition to my designated startup folders. (I have specific folders designated in "Start program/Start/TEMP Folder/Start with following folders".) When it happens, my startup folders always appear as the rightmost tab on each panel, and they are active (have focus), with the "holdover" folder tabs to the left.

This behavior is not consistent, though. Sometimes FCXE will start up with only the designated startup folders present as tabs. I can't see any setting that could account for this.

This has been happening for several versions, I'm not sure when it started. But I really would like to see it fixed.
