'Enclose each selected item with "' fails with %ActivDir%

I have two favorite tools to do diffs for files and for directories. The parameters look as follows:

%InactivDir% %ActivDir%

and

%InactivSel% %ActivSel%

For both of them I have 'Enclose each selected item with "' checked so that spaces in the path are handled properly.

The first one doesn't work (I get 4 arguments instead of 2) and the second one is fine. I can only conclude that the implementation of 'Enclose each selected item with "' does not cover all substitution variables equally.
