File Shortcut always change timestamp

The file shortcut (filename.lnk) will get the modified date changed to the current system time every time double click the shortcut to open that file.
for example, I create a shortcut of a text file note.txt, this shortcut file (note.lnk) will change update its timestamp to the current time every time the link/shortcut is double click.
