[783] Clicking on a tab in other pane does not change focus

FCXE 783 64-bit on Win7
SOMETIMES, when focus is in Pane 1 (top/left), and I click on a tab in Pane 2 (bottom/right), the tab changes in Pane 2, but the focus does not switch to Pane 2 (it remains in Pane 1).
When does it happen? I've spent some time trying to find a pattern to this behavior, but I have yet to find it consistently repeatable. Sometimes it works as expected (switching the tab AND the focus), and sometimes it does not.
