FC hangs: You have been denied permission to access this folder.

When starting FC I get a message
You have been denied permission to access this folder.
To gain access to this folder you will need to use the security tab.
The Folder I have not access to is C:\ProgramData\Microsoft\Diagnosis\SoftLanding.
I checked with windows Explorer and I don't have access.
The problem I see is that I cannot start FC, it hangs after pressing "Continue" then "Close".
