[801] drag & drop inconsistent modifier key

first off, thanks for implementing
- Drop operation (while holding down the SHIFT key) on a Folder button in the Favorite toolbar works as "Move".
i literally waited for years...
I noticed an inconsistency though with move. in order to move to the fav toolbar one has to press SHIFT, while for favorite folder tree it's CONTROL.
i figured out how to disable drop functionality completely in the ini, but I could not find a way to change the key to SHIFT for the fav folder tree which is btw the standard move modifier key in windows not ctrl.
the latter is normaly used to make a copy.
