816 - Assigning the same keyboard shortcut removes it

To reproduce:
- for "Edit" command assign the shortcut "F4" (while it's already assigned)
- press the "Yes" for error dialog
= F4 shortcut is removed
It's the same for second keyboard shortcut.
Workaround - assign the same shortcut again.
FC 816 donor, Windows 10.
