instead of copying per drag and drop from the left to the right panel (or vice versa), it opens a new tab in the target panel with the path of the source folder.

I can confirm this one, it's a bug, I just wanted to report it.
To reproduce just drag any item from one panel to another. Shortcut icon is showing instead of copy and the keys Ctrl, Shift and Alt don't work either.

Problem occurs only if new option "Use blocking transfer - works with all programs and devices" is switched off.

Right, if the option is disabled, it works as in the first post, with the shortcut icon displaying, if the option is enabled, it doesn't work at all, no icon. In my case (fc xe 625 on win7x64sp1, details view, "show popup menu for left button drop" enabled):
- "use blocking transfer" enabled -> drag&drop works fine (including copying with Ctrl)
- "use blocking transfer" disabled -> bug appears (new tab...)
I had "use blocking transfer" enabled, that's why I didn't experience the bug in the beginning.

I'm glad to see this being reported and confirmed. It began in 624.
Here's what I'm experiencing in 625 (Win 7 x64):
"Use blocking transfer" NOT enabled

BTW - as others said already, CTRL must be pressed before dragging, so perhaps the option should be renamed from this:
"Start dragging with CTRL key for opposite option"
...to something like this:
"Press CTRL key before dragging for opposite option"
