File rename to change only case of file now fails but used to work

I recently upgraded to Windows 10 Creators Update (version 1703), 64-bit and now the file rename feature is not working like it did before the OS upgrade. If the only change in a filename is the case of the letters then the rename operation fails. It says that a file with the same name already exists.

I am running FreeCommander XE 2017, build 750 64-bit donor.

Steps to reproduce:

1. Open FreeCommander and go to any local drive.
2. Create an empty text file named ThisIsAnExample.txt.
3. Rename text file to THISIsAnExample.txt.

Error "File with the new name "THISIAnExample.txt" already exists!" occurs.

Note: I was previously running Windows 10 Anniversary Edition which worked just fine.
