810 - "With click on the active tab - change to the last active" issues

To reproduce:
- enable the option "With click on the active tab - change to the last active"
- create 2 tabs on each panel and focus first tab on each panel

- go to left panel with Tab key
- click the first tab on the right panel
= focus is changed to tab 2

- go to left panel with Tab key, focus first tab
- switch another program/window or desktop
- click the first tab on the left panel
= focus is changed to tab 2

It was fixed in unknown version, works good in 832.

Second issue is back in 860.

To reproduce:
- enable the option "With click on the active tab - change to the last active"
- create 2 tabs on each panel and focus first tab on each panel
- click to second tab
- click to first tab
- switch another program/window or desktop
- click the first tab on the left panel directly
= focus is changed to tab 2

This bug is not fixed in 880.

New bug:

To reproduce:
- use default settings
- in the settings - view - folder tabs - tab management use option "With click on the active tab - change to the last active"
- disable option "Close tab on doubleclick"
- disable option "reset locked tab path on tab change"
- create 2 tabs with any path with subfolders
- lock tab 2
- go to any subfolder in tab 2
- go to tab 1
- click to tab 2
- wait few seconds
- now click once to tab 2
- focus is changed to tab 1, last used, correct
- click to tab 2 again
- double-click to go to locked path for tab 2
- now click once
= nothing happens, focus should be changed to tab 1, last used

880 64-bit donor, 880 32-bit public, Windows 10 21H1 64-bit.
