Version: FreeCommander XE 2023 Build 891 64-bit donor
Steps to reproduce:
1. Open Tools>Settings
2. Select one of the default tools (I chose *, and notepad line the first time)
3. At the bottom of the window, click the ellipses to the right of the Program path
4. Choose a different program (other than Notepad) to open the files indicated and choose correct parameter (e.g %ActivItem%)
5. Click Apply button
6. Click OK
7. Close and re-open FreeCommander
8. Navigate to a text file
9. Right click file and choose Edit from the context menu
10. File still opens in Notepad, not the program you chose in step 4.

It's not a but, you have to use F4 or Edit toolbar button.
Windows context menu - "Edit" item use default edit program, I'm not sure if it's possible to change that program without registry changes.
