I always have some Locked Tabs. In Left Panel I keep the newest ones at the end of their row, as I tend to get rid of the newest ones in this Panel first and work my way through to the oldest ones thus moving from right to left [because new ones hold quick / easy tasks while old ones have time consuming / complicated jobs to be done somewhere in the future]. But in Right Panel I do the opposite i.e. new ones I grab and move to the beginning of row and work my way from left to right. As a combined result I have all [i.e. from both Panels] new Locked Tabs near the center of screen / Splitter while old ones towards edges of FreeCommander window borders. Long story short: it saves me time and mouse movements later on
The issue is with the dragging of Locked Tabs - it is not smooth. And as I often add multiple folders as locked Tabs together that dragging is extra annoying
And thus I propose adding a new option that would precise if a Tab that is being changed to a Locked Tab should either:
A] remain where it is
B] be moved to the beginning of the row it is located in
C] be moved to the end of the row it is located in
This option should be exclusive for a Panel - meaning that each should have independent choice applied to its Tabs

What about disable the option "Add new tab near current tab"? This way locked tabs should remain on the left side.
I'm using fixed locked tabs too, but I'm using no title, just large custom icons, which are intuitive, enough to distinguish the tabs.
Not locked tabs have the titles, short titles and they are always off the main locked tabs.

Selecting the
Tools > Settings > View > Folder Tabs > Tabs Management > Add new tab new current tab
option could be a good enough workaround to what I have proposed. However it has a huge drawback of creating a bigger chaos when opening temporarily multiple locations which I already do [often few times per hour] - because right now when not using this setting I get them always as ordinary Tabs on the right and so they do not mix / interfere with all those Locked Tabs [and when the row gets too chaotic I just click the on the Close all tabs in both panels icon on the Splitter and as a result I am without a sweat taken back to a clean state of having just those absolutely needed important Locked Tabs]
As for using icons it would not be suit me as I keep those Locked Tabs mostly for few hours / days while only rarely for weeks; and the paths I pin are various
